  • David Weir
    Senior Loan Platform Advisor/Senior Forensic Advisor

    David Weir has over 40 years of experience related to commercial banking, real estate lending, real estate development and support of financial institution regulators. Mr. Weir's banking experience includes serving as bank president as well as, executive level management. His lending experience has focused primarily on real estate ventures including acquisition, development and construction, condominium and other income producing projects, primarily located in the southwestern part of the country. Mr. Weir's financial institution regulator support includes 5 years during the S&L crisis in Texas and the past 2.5 years all across the USA. His most recent regulatory service focused on forensic investigation into the most probable causes for bank failure. Mr. Weir provided services for three of the eight firms contracted by the regulators for investigative support. This forensic investigation work centered mainly on larger, more complex real estate secured loans in all parts of the country. Additionally, as an affiliate of RW Kline, Mr. Weir has represented borrowers as they work through distressed real estate loans with various banks around the country.

    Bill has over 30 years of experience in the Commercial Real Estate industry with a heavy concentration in the hospitality segment for the past 25 years. He has a successful track record in the areas of acquisition, strategic planning, asset management, development, re-development and repositioning of hotels and mixed-use properties. He has provided advisory services to institutional investors, as well as public and private companies in the areas of acquisitions, asset management, new development, rebranding, dispositions, debt and equity procurement, loan restructuring note sales, financial / market analysis, and investment structuring. Serving in the capacity of an advisor to owners, lenders and investors, Bill has managed over 100 hotel transactions and has been responsible for the design, development and construction of $300M+ of new construction / rebranding / re-development projects. Bill spent 15 years with FelCor Lodging Trust as an advisor and then as an employee during which time he was responsible for the REIT's development activities, as well as being actively involved in acquisitions. Prior to that, he had a successful advisory practice which provided a vast array of services to Private and Institutional owners and investors. Early in his career, Bill was a commercial loan officer for Mellon Bank and Dollar Savings Bank before becoming a mortgage banker with one of predecessor companies to Holliday, Fenoglio, Fowler LP.

  • Bruce Himelfarb

    Bruce Himelfarb is a veteran gaming executive with over 25 years of experience.   He served in an executive capacity for some of the world’s largest gaming-resort companies.  His areas of expertise are in casino marketing, new project development, acquisition, financing, administrative, management and operations. 

    Prior to coming to R.W. Kline Companies, Bruce was Senior Vice President of New Cotai Holdings, a casino operator in Macao Studio City, a US $2 Billion integrated resort complex on the Cotai Strip in Macao.   In Las Vegas, he was Senior Vice President of Casino Marketing for Aladdin Resort Casino/Planet Hollywood Resort Casino, Vice President of Casino Marketing for the Venetian Resort-Hotel-Casino and Regional Marketing Executive for the Mirage Hotel and Casino.  On the east coast, Bruce served as President of Players Limited (Maryland), Director of Customer Development for Trump Plaza (Atlantic City), Regional Marketing Executive for Bally’s Grand (Atlantic City) and Regional Marketing Executive for the Golden Nugget also in Atlantic City.

     His clients range from: City of Dreams - Macau, DeMatteo Monness – an international research and investment brokerage firm, New Cotai Holdings – Macau, Hill International – a project management and construction claims firm, the Grand Sierra Resort – Reno, the Grand Princess Resort – Antigua, as well as new development projects in the US, Panama, Costa Rica and the Turks and Caicos Islands.

    Jay Quinn brings over 25 years of commercial real estate industry experience. Prior to R.W. Kline Companies, Mr. Quinn was the founder and Managing Director of Potomac Capital Group, a boutique commercial real estate and corporate advisory firm serving the commercial real estate and corporate finance industries based in Phoenix.

    At Potomac, Mr. Quinn was responsible for the functional and strategic management of all capital advisory, including acquisitions and development assets, distressed loan portfolios, and operating companies across diverse industries.

    Mr. Quinn received a BA in economics / accounting and political science / business management from McDaniel College in Westminster, MD. He holds designations as a CRPC & RIA.

  • Jerome Joseph
    Loan Specialist

    Joe Joseph is the CEO and Principal of Nighthawk Consulting Group, LLC. Mr. Joseph has a 30-year career as a financial and operational executive in public and private companies, principally in the real estate and commercial real estate lending sectors. Among other experience, he has expertise working with bankruptcy cases, restructuring, commercial loan workouts and due diligence.

    He has been a CFO, a Treasurer, and CAO of companies in the commercial lending, real estate development and health care industries. Mr. Joseph is a consultant to lenders, law firms and others in the areas of financial analysis and asset management.

    Joe was recruited to be the senior financial officer at NZ Corporation coincident with the launch of Bridge Financial Corporation, a new subsidiary engaged in hard money lending. Most recently, Joe was Chief Administrative Officer of and a consultant to IMH, a hard money lender with a $750 million loan portfolio which focused principally on the Southwest. At NZ and IMH, Joe’s responsibilities included general management, loan committee, workouts and foreclosures, SEC and other securities-related work, compliance, external reporting and investor relations.

    Joe has operational and financial experience in several industries including but not limited to land development, homebuilding, offices, health clubs, restaurants, hospitality, property management, retail, healthcare, food manufacturing, dance and fine arts.

    Mr. Joseph earned a BA in Economics and Business from Macalester College in St. Paul, MN. He is a member of Association for Financial Professionals, Association of Certified Fraud Examiners and Turnaround Management Association. He is a past member of the Urban Land Institute and the Risk and Insurance Management Society. He has been qualified as an expert witness in courts in Arizona and California.

    Melissa is currently working as the Executive Assistant to Mr. Kline of R.W. Kline Capitals, LLC. She has over 15 years experience working in an administrative support role along with a myriad of various duties including payroll, HR, purchasing, project coordination, training and documentation.

    With her attention to detail, interpersonal skills and ability to multi-task along with her diverse training makes her a valuable member to our team. She holds a commission as an Arizona notary public.
